Not as good as previous Cunard cruises

There was a flood on deck 8 starboard and we heard from one person that he had been without water. We didn’t have a flood but the balcony and furniture was covered in an oily substance and the roof was very discoloured. It splashed on the glass door/ window so we thought it was raining. Two officers who came to look left footprints in it and said the steward would clean it up which he did but it started to come back. The steward told us that the balcony and other adjoining ones were ‘moist’ and it had happened before. One of the chairs had a large area of rust and the table was stained by the drips. We paid balcony price and expected to be able to use it.
Also, some of the food was not as good as usual. Was Cunard making economies because of the cost of the refit?
I am afraid that our next cruise will be on a different ship until we get our confidence in Queen E again. However, we did appreciate the service, the free bus service to Southampton and the free transfers in port.
